GGF Frustrated at Government inaction on Green Scheme

The GGF has continued to up the ante this week with letters to MPs and Cabinet ministers urging them to resolve the crisis they created when they announced the Green Homes Grant Scheme.

The announcement has seen a significant slowdown and postponement in orders.

The GGF signed a joint industry letter to parliamentarians and also contributed to a joint industry press release.

In addition, the GGF, FENSA and BFRC this week met with Energy Efficiency Department of BEIS (Government Department of Business Energy & Industrial Strategy) to discuss window and door energy ratings and performance.

On the Government’s lack of communication on the scheme, John Agnew, GGF Managing Director commented, “We are disappointed that the Government hasn’t provided the much needed clarity on the Green Homes Grant Scheme following its announcement a few weeks ago. The home improvement sector is suffering from loss of business. People’s jobs and companies are in peril at present due to this communications error. The Government has remained silent after weeks of letters, lobbying and meetings on the matter and to have no response and plan to recover the situation is simply unacceptable.”

The impact caused by the Chancellor’s announcement, has been highlighted in the mainstream media and raised in parliament. The GGF continues to receive regular emails from Members highlighting the amount of business lost and pending, as well asking for more details of the scheme.

From direct video meetings with BEIS, the GGF understands that an announcement on the details of the Green Homes Grant Scheme is imminent. The dates for this have ranges from 3rd August to 12th August. The GGF expects the details to include clarification of the criteria for approved installers/suppliers and also the list of glass and glazing products that will be included in the scheme.

John Agnew adds, “It’s a frustrating waiting game at present and the GGF is trying to get as much information as possible on the scheme to cascade down to Members. We will continue to pressure Government into communicating the details and the launch as soon as possible so that homeowners continue with ordering the work they had planned before the Chancellor’s disruptive announcement.”  

Stay Safe with MyGlazing.com – Consumer Mask Guidance

The “Stay Safe with MyGlazing.com” campaign was launched by the GGF in early July, to provide homeowners with advice and guidance on staying safe during the COVID-19 pandemic when getting making home improvements.  

The campaign consists of new content on MyGlazing.com, social media activity, consumer PR and search engine marketing.

There are now six articles on MyGlazing.com including one posted just before the Government introduced the mandatory wearing face coverings in shops and showrooms.

The GGF target is to post one new article per week to help rebuild consumer confidence after the impact of the coronavirus.

Brexit Update: Get ready for Transition Period end

The GGF has received new information from the Department of International Trade (DTI) to help businesses prepare for the end of the Brexit Transition Period.   Here is the latest information with links and timelines.

The UK has left the EU and is currently in the transition period which will end on 31 December 2020. Businesses should take action now to start preparing for new trading rules which will be in effect from January 2021. 

There are concrete steps you can take to minimise disruption and take advantage of new opportunities.

To help you get going, here are three things you can do:  

Head to GOV.UK/transition to take a short survey and receive a personalised list of actions for you and your business to take.  

Sign up to email alerts to stay up to date with any further changes.  

Plan ahead and take the steps needed to complete your actions and prepare your business for the new trading rules. 

If you have any questions about preparing for the end of the transition period and you can’t find answers at GOV.UK/transition, fill out the enquiry form and one of our experts will point you in the right direction.

You can also find information and advice about trading internationally (outside of the EU) at great.gov.uk.

The GGF is attending monthly Brexit seminars/meetings with BEIS and will relay any news and information directly to Members as and when it is received.

COVID19 – Government U-Turn on Mask Guidance for Showrooms

The GGF approached the Department of Business Energy and Industrial Strategy (BEIS) for clarification on the previous guidance of showrooms not being classed as retail (shops) and therefore not included in the legislation change due to come into force on the Friday 24th July when face coverings will become mandatory in retail in England.  

Late yesterday (22 July), BEIS  confirmed that the subject of showrooms was reviewed and seen by Government as a grey area. Since the review the Government has changed its view on showrooms and builders merchants. They clarified that showrooms will now come under the same guidance as retail (shops) and mask/face coverings will now be mandatory in showrooms and builders merchants.

This change now means that employees and visitors/customers to showrooms and builders merchants will be required to  wear PPE – in this case face coverings – or potentially face a on the spot fine.

The employer is legally required to provide masks/face coverings at no charge to the employee.

In summary

  • From Friday, July 24, the government has implemented the rule that people entering shops which now includes showrooms and builders merchants – must wear face masks
  • A DIY face-covering can be used — even just a scarf or a thin cloth mask
  • The legislation includes employees working or visiting the retail (showroom/builders merchants) and customers
  • It is the employers responsibility to provide masks for employees
  • The governemnt has stated that wearing a face mask/face covering while shopping is a vital “insurance policy” to stop coronavirus exploding again
  • The government also warned that for face coverings to be effective, people must wash their hands before putting them on and taking them off
  • The government is asking people to use a simple face covering, and not buy up PPE standard medical masks as they are still needed for the NHS
  • For not adhering to the new legislation the fine will be £100 and imposed on the spot. It will be reduced to £50 if paid with 14 days of being issued

“Whilst late adjustments like this can be challenging, it’s positive that the government responded and clarified the situation. I thank the members for engaging with us on this, however  it’s important that we do not get drawn into a false sense of security with face coverings. Face coverings protect others from you – the wearer, spreading the virus not the reverse – protecting you from catching the virus. The evidence of the effectiveness of a mask or face covering preventing the spread is positive but still relatively low. It is therefore vital that companies continue to manage the risk with social distancing, re-designing work places, washings hands, etc. and not simply relying on face coverings”

GGF Supports New Talent Retention Scheme

The GGF has welcomed the Government’s announcement confirming support for a new Talent Retention Scheme for the construction industry.



John Agnew GGF Managing Director said, “We welcome this initiative from Government. I am sure this will become an ideal digital platform for keeping talented skilled workers in the industry and a recruitment tool for employers. It promises to be not only be a great benefit for companies such as GGF Members, finding and retaining workers, but also for employees who may have been affected by operational changes such as temporary lay-offs or redundancies due to the COVID-19 pandemic.“

The scheme is set to be formally launched on the 24th of July with the site going live on the 20th July.

The Talent Retention Scheme is a partnership between industry and Government to secure essential talent in the UK’s construction sector. Run by the Construction Leadership Council (CLC) and supported by trade and business associations from across the supply chain.


The online portal supports redeployment of staff at risk of redundancy from across the sector, while also enabling temporary employee loans between businesses.  It also gives displaced workers from other sectors a route to find new employment in construction, while offering businesses a platform to find the skills they need. As well as a skills matching service and online job boards the scheme will also look at re-skilling and up-skilling and signpost more detailed information for different job roles in the industry.

The not-for-profit programme has funding secured until the end of April 2021, providing a free online platform for any business or organisation looking to hire, while ensuring that candidates’ skills and experience are given a prominent platform within the wider industry.

COVID-19: Face Coverings Guidance Update

The Government has changed the legislation for face coverings;

“Face coverings are mandatory on public transport and in England are mandatory for customers in shops and supermarkets, indoor shopping centres, banks, building societies, post offices and where food or drink is purchased at a take-away outlet from 24 July 2020. “

The GGF received clarification from BEIS that the requirement does include showrooms and therefore it will impact on many GGF Members’ operations.

From the following statement, it is clear that this requirement does not include employees;

Employers should support their workers in using face coverings safely if they choose to wear one. It is not mandatory for shop or supermarket, indoor shopping centres, banks, building societies or post office workers to wear face coverings although the government recommends that businesses consider their use where appropriate and where other mitigations are not in place.

This makes some sense as it would be challenging in a working environment for staff to wear face coverings throughout the working day however, it will be a challenge to understand what to do, so it is vital that the risk of COVID-19 infection is still managed with social distancing as per the Government guidance. A practical example of when staff should wear face coverings may be where a member of staff is serving a customer from behind a counter. A screen could be installed and therefore face covering may not be necessary, but when staff are not protected by a measure like a screen, then it would be reasonable to wear face coverings.

It’s important to remember that where employers require employees to wear PPE (Personal Protective Equipment), in this case face coverings they would need to provide them at no charge.

The Government guidance on enforcing this with customers is as follows:

“Businesses should take reasonable steps to encourage customer compliance, for example through in store communications or notices at the entrance.”

“The challenge on the new laws is enforcement, human factors and how we are seen to manage the risk. Face coverings are a very visible control measure and asking customers to wear face coverings but not asking staff to do likewise may lead to challenges from the public. Members can choose to enforce the wearing of masks by refusing entrance or encourage use by displaying signage, or “nudging” customers to wear face coverings perhaps with a member of staff in attendance to remind them. The choices business can make varies. These sometimes difficult risk based choices are what risk assessments are made for and if members are struggling they can always contact the GGF for support.”

36-year old industry prodigy Lewis Roden has become the 4th generation owner and director of Scotland’s longest established glazing business following his parents’ official step-away from the leadership team.

Galashiels-based Mitchell Glass (a long-standing GGF member), was established in 1875 by Robert Mitchell and has grown to become a local community-heavyweight in the Scottish borders with a firm reputation for excellent customer service. 

As former chairman of GGF Scotland, Peter Roden and his wife Susan, who have run the installation business since 1993, have officially passed the baton to their son Lewis to build upon the great legacy of decades of hard work and innovation.  Peter will go on to enjoy his official retirement and Susan will continue with the business on a limited part-time basis.

With his sights set on introducing new technologies and software to improve efficiency, Lewis has been learning every element of the trade since joining the family business in 1999 to ensure its continued and ongoing success.

Lewis explains: “I’m thrilled to be officially taking on the challenge of steering Mitchell Glass through the next phase of its exceptional history.  The company has seen its fair share of drama in its 145 years, and the past three months in COVID lockdown has been no exception!  But the strength and sustainability of our brand values always sees us emerge from each challenge stronger than ever.

“The market is telling us there’s still a huge demand for our products and there is plenty of scope to further build on the solid foundation of our family business for decades to come.”

In 2011, Mitchell Glass became the first Scottish retailer to join the Conservatory Outlet Network and has been a vital contributor to its independent installer community ever since. Having taken the opportunity to recently congratulate the CO team in a show of support for its positive influence during lockdown, Lewis remains extremely close to his key supplier. 

Lewis’s father Peter, who was also presented with the GGF’s ‘Outstanding Service to the Industry’ Award in March 2019, continues: “Susan and I couldn’t be more pleased for Lewis, officially taking the reins of Scotland’s longest established glazing business.  We will, of course be there in the background to support him any time he needs us, but we have every confidence in Lewis’s ability and entrepreneurial spirit that will ensure he leads the business to the next exciting chapter in its history.  Congratulations lad!”

GGF continues pressure on Government over Green Homes Grant Scheme

Following the GGF’s recent communications to Government highlighting the poor timing of the Green Homes Grant Scheme, the industry’s leading trade body is continuing to crank up the pressure on the Government.

Last week a letter was sent to Alok Sharma MP, Secretary of State for BEIS (Business Energy and Industrial Strategy), highlighting concerns over the scheme’s criteria for approved installers and assessors.

The content of the letter related to the potential criteria including compliance with PAS 2030 (the standard for retrofit installers) and PAS 2035 (the standard for individuals such as retrofit assessors and retrofit co-ordinators). The GGF opposes the prospect of PAS 2030 being part of the criteria and proposes that the scheme operates to the Competent Person Scheme (CPS) rules.

John Agnew, GGF Managing Director explained, “The GGF is against the prospect of installers having to comply with PAS 2030 if it is part of this scheme’s criteria, on several levels. Firstly there is the cost that companies would have to invest in a scheme that may deliver very little in return. Secondly, the process and time it will take companies to attain PAS 2030 could be lengthy and it can be an expensive process for SMEs with a relatively low return. The Competent Person Scheme rules should suffice for any energy efficient scheme. It would then open up the opportunities to most companies in the industry.”

In the letter to, the GGF once again emphasized the poor timing of the scheme and urged Government to also include all glass and glazing energy efficient products, following some reports that it would only be for single glazing upgrades to double glazing.

The question regarding the timing of the scheme was also put to Chancellor Sunak in the House of Commons last week by Felicity Buchan MP (who met with the GGF in February to discuss various campaigns). Live on Parliament TV, Chancellor Sunak replied that both he and Alok Sharma were aware of the timing issues and that he was “leaving it up to BEIS to communicate the detail of the scheme”.

In addition to the above, in the last week the GGF’s Managing Director, John Agnew countersigned an industry letter that was sent to the Secretary of State for BEIS and confirmed an imminent meeting with BEIS. John Agnew said, “This week, we will have a video-meeting directly with the BEIS officials who put the Green Homes Grant Scheme together and we’ll be raising our numerous concerns about the scheme including; it’s criteria and timing and the impact it is having on our Members. We understand the full details of the scheme could be unveiled this week.” 

The GGF has also recently issued information to the mainstream media, highlighting the negative affect of the scheme announcement on the glazing home improvement sector. Both the BBC and the Daily Telegraph have received information and opinion of the scheme’s impact on the industry and its potential for the sector when it launches in September.

New GGF Publications “Quick Link Index”

The GGF has created a new page in the publication section of the GGF website titled “GGF Publications “Quick Link Index”

The new development was put together by the GGF Technical Department who have also provided the status of technical publications that are in progress and in some cases provided a month that they are working towards to publish new or updated publications.

The new “Quick Link Index” also shows the date of publication and highlights the publications that are new for 2020 – a useful guide to ensure Members know exactly which publications they are using.

On the new “Quick Link Index”, David Borland, GGF Senior Technical Officer commented, “We have converted our own working list of publications into a useful guide for members to access our datasheets and technical guidance in a quicker and easier way. It also highlights the many new and updated publications we have produced this year and also the ones that are in the production pipeline.”

GGF Concerns over Scammer Reports

Following the Government’s announcement of the Green Homes Grant Scheme the GGF has received reports of rogue companies trying to scam homeowners.

The reports include the following:

  • Scammers are calling people by phone, email and door-to-door claiming the scheme is now operational and that homeowners will get £5k off the price of their glazing if they sign up for new windows and doors.
  • Scammers are using the name of the GGF to add credibility to their claims.

Your Questions Answered – Green Homes Grant Scheme

Following the news in the Chancellor’s announcement last week of the Government’s new Green Homes Grant Scheme, the Glass and Glazing Federation (GGF) received many calls and emails from anxious Members with some serious concerns regarding the scheme and its impact on their businesses.

Having listened to Members’ concerns, the GGF, as the industry’s main trade body, was quickly in contact with the Government department of Business Energy and Industrial Strategy (BEIS). Ongoing communications with BEIS on the matter have followed as the GGF aims to get more details of this major Government initiative.

The GGF asked five key questions and received the following answers from BEIS.

GGF: Is the Green Homes Grant Scheme going to include energy-efficient windows and doors?

BEIS: Yes, but as part of a wider refurbishment of homes aimed at achieving EPC Level C. The aim of the scheme is to significantly improve energy and heat efficiency, which can only be achieved by a number of measures.

GGF: Is there any possibility of the scheme being brought forward from September to say early August? As many companies in our sector are concerned that the two or three month delay in orders could create a hiatus and seriously affect their business and cash flow following the COVID-19 impact on their businesses.

BEIS: It’s highly unlikely that the scheme will be brought forward.

GGF: It has been mentioned that consumers will be able to claim for vouchers and then pass them on to “approved installers”. Can you clarify how the scheme is going to be administered and what the criteria would be for “approved installers”?

BEIS: We do not have further details of the criteria at this stage. However, it’s fair to assume installers would need to be qualified and registered with a relevant body or scheme to demonstrate they are competent to perform the work and ensure appropriate consumer protection.

GGF: Who is actually going to administer the scheme?

BEIS: Funding will be provided to BEIS, and administered through the Simple Energy Advice website.

GGF: Can you provide any information on the application criteria for homeowners? For example, will be means tested? Is there a timeframe for application and deadlines for work to be carried out following successful application?

BEIS: Landlords or homeowners in England only will be able to apply to the scheme. It will be means-tested, with part-funding for measures covering up to two-thirds of the cost, subject to a ceiling of £5K for those not on low incomes, but the full cost of these measures subject to a ceiling of £10K available for low-income households. Applications will be through the Simple Energy Advice website, and vouchers will be issued to homeowners if their application is successful. It is expected that details of the timeframe within which this works needs to be done and published before the scheme starts in September.

On receiving these answers from Government, John Agnew, GGF Managing Director commented:

“Having heard some more of the detail, we are now cautiously optimistic about this proposed new scheme. On the day of the announcement, we listened to Members’ reactions and we fully share their concerns. Although we are pleased the Government is responding to our queries fairly quickly, we are still uncertain about the real impact of this scheme and its potential benefits to our Members.

We have already received numerous reports of consumers putting off orders until the scheme is launched in September, so they can benefit from the funding. The scheme’s timing is clearly creating a hiatus in trade and is seriously disturbing news for the sector.”

“We appreciate this scheme is part of the Government’s long term plan to make existing properties more energy efficient and this is welcomed, but with the COVID-19 pandemic still with us and its negative impact on business and consumer confidence, the last thing we need is another damaging blow that could create cash flow problems and an employment crisis in the industry.”

With more reports of customer cancellations, the GGF has since written directly to Cabinet Ministers and Junior Ministers in the Government departments of BEIS, The Treasury and the Prime Minister’s Office, urging them to take immediate action.

The GGF has also issued a template letter to all its Members asking them to write to their local MPs to increase traction with Government and to try and influence change.

The template letter not only highlights the issue of the timing of the scheme and the damaging impact it is having on the industry, but it also proposes solutions, such as fast tracking the scheme or allowing homeowners to claim funding retrospectively. Both proposed solutions could retrieve the situation. 

On Friday 10 July, the GGF attended the Government Work Stream on Repair Maintenance and Improvement (RMI) – a video-meeting hosted by BEIS and attended by home improvement trade bodies to help shape the strategies and policies to enable the industry to recover from the COVID-19 crisis.

Following the meeting, John Agnew commented, “At our video meeting with Government, I once again robustly conveyed our feelings on the timings of the Green Homes Grant Scheme and underlined how it is negatively affecting the home improvement sector. We now await the Government’s response to our latest questions and any further news we receive will be cascaded to Members as soon as possible. In the meantime we will continue to help our Members through this extremely difficult time.”

GGF reflects on productive year to date

Though it’s been a turbulent time for the industry due to the COVID-19 pandemic and its impact, the GGF has made significant strides in the first six months of the year. Through a combination of good planning, investment in people and high levels of productivity, the GGF has supported Members through this tough trading period.

New GGF Consumer Campaign ‘Stay Safe with MyGlazing’

The GGF has launched a new campaign focusing on raising consumer confidence in the home improvement sector due to the impact of COVID-19, as research reveals that one in five UK homeowners still feel nervous about letting tradespeople into their home.

The Campaign will be driven from MyGlazing.com, the GGF’s independent and award winning consumer advice site.

The ‘Stay Safe with MyGlazing’ campaign will centre around a new ‘Stay Safe’ hub, which will be hosted on the MyGlazing.com website and feature a series of advice articles and top tips.

New fresh content will cover a range of consumer related topics following the impact of the current pandemic, including health and safety, trusting companies to install domestic glazing products, professionally but most importantly, safely.

The ‘Stay Safe with MyGlazing’ campaign will use an independent but bespoke survey of 1000 UK homeowners, to determine consumer attitudes to home improvements following the pandemic. The results from the survey will be distributed to regional and national media, reaching millions of consumers and driving homeowners to the ‘Stay Safe with MyGlazing’ online hub for advice.

Partnering with PR agency, Refresh, and digital marketing agency, SLX, the campaign will be supported by search engine marketing (SEM) and optimisation (SEO) activity and a six month social media drive across key consumer social media platforms. So look out for #StaySafewithMyGlazing on social media platforms.

GGF Welcomes Positive Summer Statement from Chancellor

The GGF has welcomed the very positive news from today’s Chancellor’s Summer Statement which will help companies through in the rebuilding process and create and save jobs. 

In his opening remarks the Chancellor pledged that the Government will do all it can to give people the opportunity for good and secure work and the goal of this plan is to protect, support and create jobs.

Chancellor Sunak stated that £49bn has been provided so far for public services during the crisis and that we are now entering the second phase of the Government economic response to the pandemic which as seen the economy contract by 25%.

“These are very positive announcements and though the full detail of how the various incentive schemes will be implemented has yet to be released, we welcome this level of commitment from Government that should help secure the futures of companies and their employees. Home Improvement – Green Home Grant Scheme

A £2bn “Green Homes Grant Scheme” will be introduced in September to help make homes more energy efficient. Homeowners and landlords will be able to apply for vouchers up to £5k to install energy efficient measures which should also create local jobs.

The grants will cover at least two thirds of the cost, up to £5,000 per household.

There will also be an additional £1bn of funding to improve the energy efficiency of public sector buildings and £50m to improve energy efficiency in social housing.

  • Plans include a new £2bn “Kickstart” scheme to create thousands of job placements for young people. Government will pay young people’s wages for six months, plus an amount to cover overheads. That means, for a 24-year-old, the grant will be around £6,500.
  • Apprenticeships incentive offering companies £2000 to take on apprentices and £1500 to companies who take on apprentices over the age of 25

Housing

  • The chancellor announces a temporary change to stamp duty in England and Northern Ireland – immediately increasing the threshold to £500,000 from now until 31st March 2021
  • Short-Term Home Building Fund extension – The government will support small- and medium-sized housebuilders that are unable to access private finance by boosting the Short-Term Home Building Fund, providing an additional £450 million in development finance to smaller firms. This is expected to support around 7,200 new homes in England, boosting housing supply and adding resilience to the market. A proportion of this fund will be reserved for firms using innovative approaches to housebuilding such as ‘Modern Methods of Construction’
  • Planning reform – The government will introduce new legislation in summer 2020 to make it easier to build better homes in the places people want to live. New regulations will make it easier to convert buildings for different uses, including housing, without the need for planning permission. In July 2020, the government will launch a policy paper setting out its plan for comprehensive reforms of England’s planning system to better support the economy and release more land for housing in areas that need it most.
  • School estate funding – The government will provide additional funding of £560 million for schools in England to improve the condition of their buildings and estates in 2020-21. This is on top of the £1.4 billion already invested in school maintenance this year.
  • School rebuilding programme – The government has announced over £1 billion to fund the first 50 projects of a new, ten-year school rebuilding programme in England. These projects will be confirmed in the autumn, and further detail on future waves will be confirmed at the Comprehensive Spending Review. Construction on the first sites will begin in September 2021.

The GGF will be reviewing the documents issued by the Government in relation to today’s announcement and will then contact the relevant Government departments requesting more details on the implementation and access of the announced schemes. All new information received and responses from Government will be cascaded to Members in the first instance.

BREXIT: CEN and CENELEC agree Transition Period extension for UK member BSI

On 1 February 2020, the United Kingdom left the European Union (EU), 10 months after the initially expected date of 29 March 2019. The EU and the UK Government have agreed on a Transition Period to prepare for the UK’s exit of the EU, until the 31st December 2020

To ensure the continued stability of the European standardization system and to give confidence to European business and consumers, Members of the European Committee for Standardization (CEN), the European Committee for Electrotechnical Standardization (CENELEC) have agreed, at their online General Assemblies on 18 June 2020, to extend the current Transition Period for their UK Member, BSI (British Standards Institution), until 31 December 2021.

During the Transition Period, BSI will continue to have full Member’s rights and obligations as a non-EEA country.

CEN and CENELEC will gather, in coordination with BSI, more information on the trade negotiations between the EU and the UK, and on market access and related standardization issues for European stakeholders. These elements will help CEN and CENELEC, including BSI, to define the membership status of BSI and the membership criteria for CEN and CENELEC after 2021.

BSI (a GGF member) has welcomed the decision by the CEN and CENELEC General Assemblies and has expressed its commitment to cooperate with the other CEN and CENELEC members in this process.

“The agreed extension is positive for the GGF and its members as it will give us more time to prepare. All other CEN and CENELEC membership rights and responsibilities remain unchanged during the extended transition period. We understand that BSI is confident its membership (of CEN and CENELEC) will continue beyond the 31st December 2021. The GGF is will continue to work with the other CEN and CENELEC members to ensure the best outcome for the UK.”

Internal Regulations, Part 2.

In practical terms, this only affects a few specific voting situations.

In the types of vote listed in sub clause 6.1.4 (e.g. adoption of a new work item)

Weighted voting is applied. The pass criteria are given in sub clause 6.2, and there is a two-step system:

− Step 1: Votes from all members are counted and the proposal is adopted if the weighted voting criteria are met. There are no changes to the UK in this step; our weighting remains the same.

− Step 2: If the proposal is not adopted in step 1, the votes of only the EEA countries are counted separately. In this situation, the UK’s vote would not be counted.

The implications of the outcomes are given in sub clause 6.3:

− If the proposal passes step 1, all members are obliged to implement it, including the UK.

− If the proposal fails step 1 but passes step 2, all EEA members are obliged to implement it, along with any non-EEA countries that voted positively. This means that if the UK voted negatively, the UK would not be obliged to implement the decision. If the UK voted positively, we would be obliged to implement the decision.

− If the proposal fails step 2, there is no further action.

GGF cautiously welcomes Green Homes Grant Scheme

Following recent meetings with Government, the GGF heard late last week from Government officials that there would be a major announcement regarding energy efficiency in the UK.

The Government is now set to announce on 8th July 2020,  a new “Green Homes Grant Scheme” that will allow millions of homeowners to apply for vouchers worth up to £5,000 to insulate their homes and also create 100,000 green jobs through approved suppliers.

The GGF was concerned that glazing home improvements might not be included however it has been confirmed by Alok Sharma, Secretary of State for Business Energy and Industrial Strategy (BEIS) that energy efficient windows and doors, double and triple glazing will be included in the new scheme.

The Green Homes Grant Scheme is set to go live in September and is part of the Government’s wider £3bn investment in green technology to drive the UK towards its zero carbon 2050 targets.

On hearing news of the new scheme, John Agnew, GGF Managing Director commented, “Naturally the GGF welcomes any positive Government initiative that will boost our industry, the economy and help the environment. There will be more details of the scheme revealed by Chancellor Sunak in his Summer Statement on Wednesday 8th July and following the announcement the GGF will be communicating more information and comment on the new scheme to its Members and the wider industry.

Last Chance to Have Your Say in COVID-19 Survey

Just over one month ago the GGF launched the “Coping with COVID-19” Members’ Survey to allow Members to have their say and also to give the GGF collective data to support Members’ concerns and issues raised in discussions with Government.

The latest Survey results make interesting reading. Here’s some of the headline figures so far.

  • 64% of companies closed temporarily during the lockdown and COVID-19 peak
  • Over 40% of companies expect productivity to decline by more than 25%
  • Most companies believe it could take up to 18 months to fully recover from COVID-19
  • On the positive side, 21% of companies are investing in their business during COVID-19
  • Over 40% of companies have invested in health and safety equipment to help them work during COVID-19

These are the latest findings from the GGF “Coping with COVID-19 Survey”. If you have yet to take part, but would still like to contribute, the Survey is still open. It only takes 5 minutes to complete and it is anonymous – only collective data will be used.

The Survey will close on 8th July.

The GGF will provide a final report of the results in mid-July.
