GGF RESPONDS TO VAT CONSULTATION

The GGF’s response on behalf of its Membership outlined concerns regarding the absence of energy efficient glazing in the list of energy saving materials for the reduced rate of 5% VAT. The GGF also urged the UK Government to bring its reduced rates in line with the provisions of a European Directive which permits EU countries to apply reduced rates for “provision, construction, renovation and alteration of housing, as part of a social policy”.

Giles Willson, GGF Managing Director commented, “Replacement windows and doors have not previously been included within the reduced VAT rate despite being vital energy saving products which could legitimately qualify under the criteria described in the European Directive. It is time for the UK Government to comply with EU legislation and to appreciate the importance of energy efficient glazing in the broad economic, social and environmental context.”

The GGF’s response also listed considerations for HMRC to include in the any forthcoming changes to VAT on energy saving materials including;

  • Provision for a whole house approach to energy saving materials being used to make properties energy efficient.
  • That the primary reason for replacing windows and doors is now for improving energy efficiency (43% – source Palmer Research Report 2014).
  • The GGF Membership estimates a growth of 20% in the sector if 5% VAT is awarded. This would be a significant boost to a sector which has been steadily declining since 2002.

To support the response the GGF provided an estimate of the financial impact to the Treasury if windows and doors were to be included in the reduced VAT category and drew comparisons with the increase in other areas of taxable revenue.

The GGF also cited projected market statistics from the Palmer Research Report and highlighted the popularity of the Green Deal pilot which showed that 85% of over 2000 homeowners sampled in 2012 wanted energy efficient glazing.

Should the VAT rate for installation of windows and doors in the domestic sector be reduced to 5%, the GGF has offered to work with Government to develop suitable guidance and training for the industry sector to implement the change within the short timescale and to avoid any confusion in a sometimes complex supply chain.

Giles Willson concluded, “We have collaborated for the last six weeks with our Members, other industry bodies and GK Strategy our political advisors before submitting this response. Our messages are clear and we are willing to meet with officials from HMRC to help them plan a smooth implementation of our proposals should they be included in the policy changes.”

The outcome of the consultation and any changes to the Government’s VAT policy are likely to be released in the summer with any changes being included in the Finance Act in Autumn 2016. Meanwhile the GGF will continue to work with Members, other construction industry trade bodies and Government departments to try and enforce change.

FENSTERBAU FRONTALE 2016 takes place in Nuremberg on 16-19 March and reflects the worldwide innovations in windows, doors and facades. Architects, carpenters, window and facade manufacturers, and the specialist trade will update on the latest profile systems, glass in architecture, fixing equipment, safety equipment, machines, installations and many more products.

The co-exhibitors on the UK Pavilion include;

GGF GROUP FORMS NEW INSPECTIONS COMPANY

Nigel Rees, GGF Group Chief Executive, a RISA Ltd Director commented:  “This substantial investment by the GGF Group in this new business presents an extremely exciting opportunity.  There will be benefits to window and door installers because of better control of inspections costs in the coming years which should keep future price increases at a minimum. Installers will see no change in the FENSA inspections and processes and most will have the same inspector as currently.”

The National Home Improvement Council (NHIC) awards luncheon took place on Thursday 12th November, in the Gladstone Library, One Whitehall Place.

GGF LAUNCHES NEW CONSUMER WEBSITE – MYGLAZING.COM

The GGF has launched a new website called MyGlazing.com, to help consumers make informed decisions when it comes to choosing the right windows, doors and conservatories for their homes.

Nigel Rees, GGF Group Chief Executive commented, “It makes perfect sense for the GGF to introduce this online resource for homeowners. For many years the Federation has run schemes and produced literature to help and guide consumers, this new site aims to promote our work and our Members’ professionalism when dealing with homeowners.”

After witnessing growing online consumer demand for impartial advice on glass and glazing products and services, the GGF has decided to create this new valuable resource where people can get independent up-to-date information, advice and inspiration to help them improve their homes.

As well as providing easy to understand information around the benefits of installing energy efficient glazing, MyGlazing.com offers an interactive energy efficiency calculator to help homeowners work out how much they could save on their energy bills by upgrading their windows and doors.

With so much information now available online to consumers, it is only right that GGF as the leading authority in glass and glazing should offer consumer information on areas such as energy efficient glazing and condensation as well as guidance on protection and conciliation, all in one place.”

Consumer protection is another key feature highlighted on MyGlazing.com. The website features advice on guarantees, choosing a reputable installer and how to ensure your project is secured via a free deposit protection scheme which safeguards up to 50% of contract value or £12,500 – whichever is less (the best deposit protection scheme in the industry). Visitors will also be able to find out how they can take advantage of a conciliation service offered to those who are unhappy with the work carried out on their property.

The new site will be supported by a long term consumer PR plan to highlight the best of the GGF to homeowners. In addition the GGF plans to send out new MyGlazing.com branded marketing materials to help its consumer facing Members promote the site.

Entries are now invited from across the spectrum of housing modernisation projects and associated activities including energy efficiency, glazing, roofing, gas safety and aluminium systems for windows, doors and facades. 

The Best Home Improvement Glazing Project award is sponsored by the GGF, other awards include Glazing Services with Community Benefit, Aluminium Systems for Windows, Doors & Facades and Energy Efficiency in Local Communities amoung others.

RECORD TURNOUT FOR GGF MEETING

The Glass and Glazing Federation (GGF) enjoyed a record attendance for a specialist group meeting when 58 delegates attended the Joint Conservatory Association and Window and Door Group on 30th April at Solihull in the West Midlands.

Mark Hanson, of Ultraframe and Chairman of the GGF Conservatory Association, chaired the meeting and commented “It was a great meeting with diverse and interesting presentations as well as an excellent attendance made up of Members, keynote speakers, invited guests and GGF Staff.”

As well as updates and presentations from the GGF Technical and Marketing staff, the meeting focused mainly on the impact of the new Consumer Rights Act which became law in March 2015 and will be implemented in October this year. Brian Smith, GGF Home Improvement and Membership Director commented, “With so many people in attendance and with consumer rights issues being at the heart of the discussions, there was a real buzz of anticipation just before the meeting. Not only was it good to have such a high number attending but many in the audience contributed first-hand knowledge, relevant questions and developed the discussion on consumer rights issues. Our work in this area over the last few years now seems to be proving extremely useful as companies prepare for the implementation this Autumn.”

One of the highlights of the meeting was a guest presentation entitled “Consumer Rights or Business Wrongs?” by Peter Stonely, Chartered Trading Standards Institute Lead Officer on Civil Law, and Director of Stonely Training. After the meeting Peter commented, “It was good to work with a group of businesses who were so keen to consider how the new Consumer Rights Act will affect them and their customers.”

At the meeting the GGF also welcomed two new Members into Membership with Membership Certificates presented to Evander Glazing & Locks Ltd and Hazlemere Windows Ltd by GGF President Brian Baker.

Giles Willson, GGF Deputy Chief Executive and Director of Technical Affairs attended and presented at the meeting and summarized, “The Joint Conservatory Association and Window and Door Group meeting normally attracts a healthy number of GGF Members. This one however exceeded all expectations and proved a great advert for the GGF and thanks to all the Members who attended and contributed views, opinions and questions.”

    Anne Quayle added; “It’s always good to have a fresh input to the Committee, which is one of the longest standing groups in the GGF. I am sure the GGF will benefit from the changes and different contributions from the new and existing Members.”

    In addition to the new MCC Members, the GGF has appointed Natasha Erskine as Marketing Executive. Natasha brings solid experience to the GGF having worked in the leisure and automotive sectors.

    Natasha added, “I am pleased to be part of the GGF Marketing team and look forward to working with the MCC and Members. With so many projects and campaigns already underway, it’s exciting times ahead for the GGF.”

    James Lee, Head of GGF Marketing and Communications summarised, “We’ve had an outstanding year in 2014 on the marketing front. Our online statistics clearly show the growth in audience and the considerable increase in awareness across all our marketing metrics. In 2015, we will be launching two new websites, many new and updated technical publications and have a busy events schedule ahead. We welcome the support and expertise from the three new Members joining the Marketing Communications Committee and Natasha with her skills and experience is a great addition to the GGF Marketing and Communications Department.”

     

    GGF WELCOMES NEW VICE PRESIDENT

     Andrew not only brings a huge amount of industry experience but also a solid understanding of the GGF, having worked with the GGF Technical Groups under the Home Improvement Executive for a number of years in his role as Chairman of the Window and Door Group.

    On his appointment Andrew commented, “I am pleased to accept this new role at a time of much change in our industry. I look forward helping the Federation meet the many challenges ahead and to representing GGF Members as Vice President.”

    Nigel Rees, GGF Group Chief Executive added, “We are delighted Andrew has agreed to become our new Vice President and I am sure he will be a great asset to the GGF. With so many issues affecting our industry, his experience and input will be invaluable.” 

     

    GGF PREPARES FOR BUSY TIME AT PARTY CONFERENCES

    The GGF will yet again be in attendance at the political party conferences this Autumn to raise Members concerns across a range of political campaigns including:

    • Reducing the rate of VAT on home improvements and energy efficient glazing

    The GGF has long argued for a reduced rate of VAT for energy efficient windows and doors, from the current 20% rate to a 5% rate – to bring energy efficient glazing into parity with other energy saving products. In addition, the GGF supports the wider campaign to cut the VAT on home improvement, repair and maintenance work from a rate of 20% to a rate of 5%.

    • Consumer Bill of Rights  

    The GGF have been raising awareness of potential problems over the current wording of some parts of the Bill, to avoid confusion for consumers and to protect businesses from potential “rogue consumers”. 

    • Manifesto for Barriers Containing Glass to Resist and Contain Fire and Smoke

    The GGF’s ongoing campaign to urge all those involved in fire safety (including regulation, design, installation etc.) to advocate an integrated approach to fire safety. 

    • Addressing the impact of the change of ownership of private sewers

    A significant number of GGF Members who manufacture, supply and install conservatories have found that homeowners wishing to build conservatories on their properties are being hampered as a result of the change of ownership of private sewers.  The GGF has developed industry guidance which outlines best practice for installing conservatories or extensions in cases where building work may go near to a sewer.  Given the absence of a water companies’ code of conduct, the GGF is campaigning for this guidance to be adopted by the water companies, in order to provide clarity for consumers who wish to extend their homes.  

    • Incentivising the Green Deal and Energy Company Obligation

    The GGF’s key focus is on improving the energy efficiency of households and commercial premises. Since 2011, the Federation has been lobbying all of the main political parties to provide evidence and advice on how to better incentivise the schemes to boost the energy efficiency of the UK’s building stock. 

    Nigel Rees, GGF Group Chief Executive commented, “We have a full on itinerary at the Party Conferences with face to face meetings with MPs and MEPs responsible for energy, employment, local government and planning, skills, treasury and tax. We look forward to attending various events and sessions to raise and discuss our concerns to Ministers and policy makers. With 2015 being an election year and with a great degree of uncertainty around the outcome, it is important we reach as many key influencers as possible.”

    As well as Senior GGF staff attending, the GGF’s political advisers and public affairs firm GK Strategy will also have representation at all three party conferences on the Federation’s behalf. GK Strategy are in the line-up of guest speakers for GGF Members’ Day (30th September) where they will present an update of all the GGF’s political campaigns. 

     

    GGF Launches New Safety and Security Glazing Good Practice Guide

    The new guide covers the use of safety and security glass and glazing in buildings including not just windows, doors and curtain walling but also interiors such as shower enclosures and elevator enclosures.

    The guide also details the key performances of safety and security glazing when subject to manual, ballistic and explosive attacks. Other areas concerning the safety of persons such as overhead glazing, protective glass barriers, glass stairs and floors are also comprehensively covered.

    The guide, which effectively brings all the key information on safety and security glazing into one publication, is primarily aimed at informing architects, specifiers, building planners, surveyors and building managers. 

    Steve Rice, Director of Glazing and Secretary of the GGF Glazing Executive, has been instrumental in the production of this publication by collaborating with several Industry experts who sit on the GGF Safety and Security Technical Group. Steve commented, “This publication plugs a huge gap in the current industry information on safety and security glazing. Companies in the Industry have been waiting a long time for a comprehensive authoritative publication that not only covers the subject in detail, but also supplies the technical datasheets for reference, to help companies manufacture and install security and safety glazing to prevent or resist accidents occurring.”

    GGF DELIGHTED WITH TRUSTMARK RADIO COVERAGE

    Throughout the campaign, TrustMark provided listeners with help and advice on how to source a local trustworthy tradesman and how to avoid falling foul of a fraudulent trader.

    GGF Group Chief Executive Nigel Rees commented, “We are very pleased with the success of the TrustMark campaign as it not only raised consumers awareness of the problem with rogue traders but it also promoted the TrustMark companies, of which hundreds are GGF Members.”

    From Scotland down to Kent, 27 radio stations across the UK broadcast interviews with TrustMark, generating more than two hours of air-time on both breakfast and drive time shows. The stations, which included seven BBC regional stations and a host of large commercial radio stations, also gave their listeners the opportunity to call in and share their experiences of dealing with rogue traders.

    GGF Member (and GGF ex-President) Greg O’Donoghue Director of Just Windows and Doors Ltd represented the glazing sector in the radio interviews and commented, “It was good to take part in these radio interviews and I was happy to explain how being a GGF Member helped my company to join TrustMark. I was particularly pleased our information went out to such a wide audience because it’s important consumers recognise the value and assurances of using GGF and TrustMark companies when they are employing companies to carry out work in their homes.”

     

    GGF Says Farewell to Graham Hinett

    Graham’s first association with the GGF was back in the mid 1980s when he attended meetings to represent GGF Member Everest. From that point Graham went on to chair group meetings and in 1998 he was appointed to the position of GGF President. Following a successful term as President, Graham continued to be a GGF Board Member and then headed up FENSA virtually since its inception in 2002. During the last ten years Graham has been instrumental in growing FENSA to its position of leading Competent Person Scheme. The growth of FENSA has not only been a huge benefit for the industry but also for the GGF and its Members. 

    Under Graham’s leadership, FENSA has seen the success of self-certification within the window industry and the development the performance criteria for replacement windows installed in England and Wales.

    More recently, FENSA has been successful in becoming a UKAS Accredited Green Deal Certification Body an award that will mean FENSA can certify glazing installation companies to carry out Green Deal work.

    Though retiring, Graham still intends to retain his position as Chairman of The Glazing Ombudsman (TGO) the fair and transparent scheme which maintains industry standards and contributes to overall consumer confidence. Graham was a founder of TGO in July 2011 and in under a year has grown the scheme to a position where approximately 18% of window and door installations in the UK are now completed by TGO registered businesses.

    On leaving the GGF Graham commented, “I have had a great time working with the GGF.  I feel I have brought a real passion and energy to the Federation and FENSA and have enjoyed playing my part in growing FENSA.” 

    In stepping down as FENSA Chief Executive, Graham will hand over the reins of FENSA to General Manager Chris Mayne, who has been working in FENSA since September 2011.  Chris has many years’ experience in the window industry and is not only very experienced in the technical requirements of glazing but is also fully up to speed with FENSA, including its business and registration requirements. Chris will be reporting to Nigel Rees, Group Chief Executive of the GGF (Glass and Glazing Federation) Group.

    On Graham’s departure, Nigel Rees commented “On behalf of all GGF members and staff, I thank Graham for all his efforts and great service to the Federation. Without Graham’s drive and contribution, I very much doubt the GGF would be in the strong position it is in today. I wish him a very happy retirement.“

    Graham added in his farewell speech “The glazing industry is a great industry and I have been privileged to work with some great people in my time at the GGF, FENSA and in the industry generally, thanks to everyone and all the very best for the future.”   

     

    GGF PLEASED AS FENSA IS AWARDED GREEN DEAL ACCREDITATION

    The Glass and Glazing Federation (GGF) is pleased with the news that its sister company FENSA has been granted UKAS (United Kingdom Accreditation Service) accreditation for: Green Deal Certification of Installers and Competent Person Scheme (CPS).

    Effectively this means that FENSA will be in a position to certify installers to undertake Green Deal work when the scheme is launched in October this year. 

    The Accreditation covers the following Green Deal measures:

     

    • Installation of the Energy Efficient Glazing and Doors including replacement windows, doors, roof windows or roof lights in existing dwellings and existing buildings other than dwellings (excluding replacement of load bearing structural glass, glazed curtain walling or a revolving door).

     

    By becoming UKAS accredited as a certification body, Competent Persons schemes such as FENSA are now required to commit to external monitoring. This award will also give consumers, suppliers, purchasers and specifiers using FENSA Registered Businesses for Green Deal work, greater confidence in the quality of goods and services provided.

     

    Chris Mayne, FENSA General Manager commented ‘Complying with the new CPS requirements is mandatory while becoming a Green Deal Certified Installer, though optional will give companies a commercial advantage when it comes to winning Green Deal work.”

     

    The GGF has been central in Green Deal discussions with Government for the benefit of GGF Members and the industry in general. Currently the GGF are in constant discussion with many potential Green Deal Providers to consider the idea of the GGF becoming a “Sub-Provider”. In effect, the GGF would act as a conduit for Green Deal Providers to use for the glazing element of Green Deal.  This position would ensure maximum access to the Green Deal for GGF Members that are installers – most of which are already FENSA registered businesses.

     

    Nigel Rees GGF Chief Executive commented “It is pleasing to see the GGF Group progress its Green Deal plans through its sister company FENSA. It has been the result of a lot of hard work from our internal team and I hope our efforts bear fruit for our Members and FENSA Registered Businesses when Green Deal is launched in October.”

     

    In the coming weeks and months, FENSA will be providing more information on their accreditation and offering all the guidance and help for companies to both comply with CPS and become Green Deal Certified.

    THE GGF PLANS FOR 2011

    Its priorities for the coming year are: to improve awareness of its consumer protection programme; continue its successful political lobbying campaign; and to place environmental matters at the heart of its activities.

    Commenting on the GGF’s 2011 action plan, chief executive Nigel Rees said: “The remit of the GGF is vast, and we have many responsibilities to our members; there are many developments that occur on a daily basis that will affect one or more of our members, and we will always deal with those immediately.

    “However, there is also a bigger picture, and we must continue move the organisation forward without being hampered by the minutiae of day-to-day operations. This is why we have singled out these three areas – consumer protection, political lobbying, and the environment – for particular focus in 2011.

    “Furthermore, we are in the final stages of updating our website, which will promise better access to the operations of the GGF and its members.”

    Consumer Protection The GGF is the leading authority for employers and companies in the flat glass, glazing, home improvement and window film industries. The total annual turnover for its Members is in excess of £1.5 billion and it was responsible for developing and setting up FENSA, the Competent Persons Scheme for the Replacement Window and Door Industry, which has over 9,100 Registered Businesses, the majority of whom are micro enterprises and SMEs.

    Underpinning the GGF’s relationship with the consumer and the homeowner is the Federation’s Code of Good Practice and the Customer Charter. These protect the consumer by guaranteeing that GGF member companies will behave honestly and fairly, while offering products that comply with the latest industry and GGF standards.

    The Code of Good Practice puts the consumer’s mind at rest for a number of reasons, including:

    • Honest sales procedures

    • Deposit protection (via GGF Fund Ltd)

    • An open structural survey

    • Products manufactured in accordance with all relevant standards

    • Installation in accordance with all relevant standards

    • Installers who meet all of their legislative requirements • Guaranteed products and installation

    • Availability for insurance backing of guarantees

    To strengthen this even further if the consumer has any complaints that cannot be settled satisfactorily with the member company, the GGF will provide a free, correspondence-based conciliation service.

    The GGF will be raising awareness of the protection it offers consumers through the updated website, new brochures and literature, increased presence in consumer media, and by exhibiting at a greater number of consumer exhibitions than ever before.

    Political Lobbying

    During the last year, the GGF appointed a leading firm of political lobbyists to pursue its aims by delivering the organisation’s messages directly to the people who make the laws for the United Kingdom.

    There have been a number of high profile successes, such as briefing Luciana Berger MP prior to a parliamentary debate on energy efficiency. The focus of that debate was on the funding available to homes for energy efficiency measures to be installed under the Green Deal, a scheme that the GGF is campaigning to have include energy efficient windows.

    However, these are only the tip of the iceberg, and GK Political offers valuable behind the scenes advice.

    Environment

    As mentioned previously, one area that the GGF is lobbying hard on is the inclusion of energy efficient windows in the widely discussed ‘Green Deal’. The Green Deal is a scheme whereby homeowners are incentivised to install energy efficient products in their home. Despite hinting earlier in the year that windows could be included, the Green Deal currently only considers roof and wall insulation.

    To push the case for windows, the GGF and Pilkington Glass recently met with Dave Watts MP – and will soon be meeting with Rosie Cooper MP and Ian Mearns MP – to discuss the relationship between glass and the environment.

    Dave Watts (the MP for St Helens North) said he could not understand the resistance of DECC (Department of Energy & Climate Change) to the inclusion of the windows and has offered to write to the Minister – the GGF provided him with a draft letter, outlining the case for including windows in the Green Deal, pointing out that the Energy Savings Trust has stated that as much as 23% of a home’s energy can be lost through inefficient windows.

    On a more day-to-day level, it is easy for companies to say “we consider the environment”, but it is more difficult to carry that promise out effectively. In a recent interview, the GGF’s deputy chief executive, Ian Chisholm, said: “Whether we had intended to or not, we have built up an unparalleled level of understanding on the relationship between glass and glazing and the environment. Furthermore, we help to advise companies on matters such as reducing carbon emissions, the amount of waste they send to landfill, and the designing of green products. Surely, the very fact that we are in constant dialogue with the government – helping it to shape environmental policy – is evidence enough of our environmental wisdom.”
