Technical Updates
In an ever-changing industry landscape, it is vital that members are fully aware of changes in legislation and standards that are in development or implemented. Our team analyse and evaluate documents issued by MHCLG and the Welsh, Scottish, Northern Irish and Irish Government. This covers all ISO, CEN & BSI Standards for our industry whether for review, comment or implementation as well as information provided by associated organisations such as the CPA, CWCT and Glass for Europe.

Regrettably, disputes between installer and consumer can occur and result in deadlock. The GGF can visit sites and provide inspection reports covering aspects such as product suitability, quality of installation, compliance with Building Regulations; Industry Standards and Good Practice Guides. Similar disputes involving contractors and professional bodies are also covered in this service.
Reports by the GGF are a well established and recognised form of evidence in Courts throughout the UK and Ireland and is also further enhanced with an Expert Witness Service. This is a chargeable service, however, members will receive a favourable discount.

Structural Calculations
As the boundaries of building design are constantly expanded, it is our industry’s duty of care to ensure that installations are within acceptable and safe parameters. This ranges from glass floors and stair treads to structural glass systems for the building envelope. At the GGF we can provide the relevant calculations including glass requirements and loadings using MEPLA software. SJ MEPLA is a finite element program specially developed to perform static and dynamic calculations of glass structures.
You can calculate any shape of a system including laminated glass, point fixings, balustrade clips and all this for insulated glass. Any bearing and loading situations are possible. You can consider load cases or dynamically calculated impacts for the use of glass as fall protection

Conformity Marking – CE & UKCA Marks
In this period of adjustment since leaving the EU, the transfer to UKCA marking from the European CE mark has caused issues and confusion thoughout the Construction Industry which is further complicated due to a lack of clarity from the Government for many of the basic principles and operational details. The CE mark will cease to be acceptable in Great Britain from 1st of January 2022. The use of UKCA became effective from the 1st of January 2021.
The introduction of the UKCA conformity mark along with CE UKNI and the relevant test certification is a complex matter, not least when compliance with the NI Protocol is also a consideration. Members, however, can be assured of receiving accurate guidance and advice on how to minimise business disruption during this period.

Input to BS, EN & ISO Standards
These regulatory bodies have long recognised the experience and knowledge available from the GGF Technical Department.
As such the Technical team represent the GGF members and the industry in general in working groups in BSI, CEN & ISO providing input for the reviewing, creating and updating of UK and International Standards. Working groups include: –

Our Technical Officers are experienced in regular testing of glass & fenestration products and can give guidance to our members.
Through established relationships with both UK Authorised Bodies and EU Nominated Bodies, the GGF can also arrange product testing for members.
We also provide calibration for heat soak ovens and the relevant documentation.

Technical Department Profile
The Technical team has developed and continues to revise a range of publications to support GGF Members in their businesses. These include technical Data Sheets, Good Practice Guides, Codes of Practice and other industry and consumer guides renowned throughout the glass and fenestration sector.
Federation Members can further benefit from GGF technical expertise at meetings of the GGF’s specialist technical groups and committees under the Glazing and Home Improvement Executives, where GGF Technical officers provide secretariat and specialist technical support.
When not assisting Members directly, the Technical team contributes to the shaping of policy and helps to steer the setting of National, European and International Standards to the benefit of the Membership and the industry as a whole.
The GGF Technical Consultancy additionally provides a range of services to Members and non-Members including on-site testing, inspections, calibration, product testing and expert witness services. Technical officers are also responsible for the GGF’s industry-leading range of technical publications and datasheets.

GGF launches Guide to Approved Documents F, L & O for Dwellings

As many members will already be aware the DLUHC launched these three documents on the 15th December. All are subject to a 6 month transition period with compliance mandatory from the 15th June 2022.

The EU 27 issue their proposal for a new European CPR
A new document laying out the proposed changes to the European version of the Construction Products Regulations has been published. This is now out for Public Consultation closing on the 3rd June 2022. Technical Officer Steve Chappell has summarised the document including a comparison table for the new AVS system proposed to replace the current AVCPs which you can view/download by clicking here.

Still no solution in sight for Historic Data and AVCP3s

Despite the efforts of the GGF in conjunction with the Construction Products Association (CPA) and the Construction Leadership Council (CLC) by meeting with BEIS and DLUHC every two weeks, the issue regarding AVCP3s remains as it was in late 2021. Government have finally acknowledged the problem and as an interim measure have issued a new document which would appear to allow UK CABs to sub-contract testing for new products in Europe. However, the issue with historic data for AVCP3s still remains. We are assured that a resolution to this issue is imminent and is currently with the Paymaster General for approval. David Borland – Head of Technical Department

With over 40 years of experience in the industry, David is well placed to provide both practical and technical advice to members. Starting as an Apprentice Glazier in his early years, David moved into IGU production. A passion for product development seen him expand into other areas of glass production such as toughening, pre-processing, decorative glass and laminated glass. He was the Project Director for the planning, purchasing and commissioning of the World’s first Jumbo PVB Laminating line based in Glasgow.
A turn in direction seen David moving into fabrication and installation of aluminium windows and doors, both commercial and domestic. The addition of uPVC windows and Doors was a natural progression.
Latterly, his experience and knowledge offered opportunities to move to and work in the Middle East, India and Malaysia.

Steve Chappell – Technical Officer

With over 20 years’ experience in the glass industry in technical and commercial roles Steve started out as a Technical Advisor for a major UK glass company providing design advice and technical support on all aspects of glass and glazing. Delivering a technical consultancy service in-house to branches and their customers nationwide, to design professionals, the industry and the general public. From answering the question ‘What glass specification do I need here?’ to keeping the designer, specifier, processor and installer abreast of the latest technical developments, installation procedures, changing legislation and national standards.
More latterly, prior to joining the GGF, Steve was in a technical-commercial role involved in the design, specification and supply of architectural and structural glass projects, specialising in point fixed glazing systems from design inception through to specification with supporting calculations utilising finite element software packages.
Along with his general duties Steve deals with most Structural Calculations for members and the architectural sector using MEPLA software.

Kevin Jones – Technical Officer

Kevin has nearly 20 years’ experience within the fenestration industry covering many aspects of PVC u windows and doors including estimating, fabrication, installation and extrusion.
His most recent role was as the Standards, Accreditation and Quality manager for one of the largest PVC u window system houses in the UK. Working closely with the system house design team Kevin was a key part of the new product launch team, where his passion for new products and technologies was valued by the wider team.
The role also allowed Kevin to gain significant experience of product standards and testing which developed skills that he hopes will be of value to GGF members.
Kevin has worked closely with industry certification schemes such as Secured By Design, BBA and the British Standards Kitemarks and is well placed to assist with any product certification queries our members might have. He has worked with category 1 national house builders and the NHBC and has a good knowledge of new build specifications, British Standards and Building Regulations.

John Mannell – Technical & Consultancy Officer

With 15 years’ experience in the industry John has had both hands-on experience in glazing and fenestration, studied with City and Guilds College in Architectural Stained Glass and Kiln Forming, through to completion of GQA’s Level 7 in Construction Senior Management.
Whilst having a practical background in installation of prefabricated systems and extrusions John has prided himself in working with designers, architects and engineers to meet bespoke designs for both domestic and commercials applications.

David Palmer joins the GGF Techncial Department bringing with him 12 years of techncial experience in the industry. Beginning his tenure at Vitral, the bespoke roof glazing arm of Velux, as a technician and subsequently progressing to become Senior Project Manager, working on some prestigious projects such as Blenheim Palace and St. Andrew’s Golf Course. He relocated to Yorkshire to join Guardian Glass where he spent nearly 6 years as a technical advisor.
Both roles saw him work closely with all stages of the supply chain including design support & calculations. Working with architects and consultants, site visits with main contractors, project design development with system houses & cladding companies, to processing assistance with IGU suppliers and after sales support.

The GGF is pleased to announce David Borland, GGF Senior Technical Officer has been appointed as GGF Regional Secretary for Northern Ireland and the Republic of Ireland.
With vast experience of working within the technical side of the industry, David’s role is being expanded to cover all membership matters for Northern Ireland and the Republic of Ireland
In his role as Senior Technical Officer, David’s remit covers the GGF’s Home Improvement Groups as well as the Insulating Glass Manufacturers and Glazing Components Groups. In addition, David also represents the Technical department on the GGF Political Strategy Committee.
On taking up his new role, David commented, “There’s a lot of work ahead for the GGF on many fronts and in particular in Ireland over the next twelve months with the UK leaving the EU and the Brexit transition period. I very much look forward to sharing my technical and membership expertise to support and grow membership in both Northern Ireland and the Republic of Ireland.”

On the 1st of August, a cross-section of GGF Members and GGF Group staff gathered at the Federation’s offices in Southwark to discuss the sector’s training needs and how the GGF and its group of commercial companies can deliver better training for the industry.
From the Training Strategy Day, the GGF listed Members’ views and concerns over the important need for a long term and consistent strategic approach to training that will deliver viable, relevant and high-quality training courses for GGF Members and the wider industry.
At the meeting, there were representatives from the following sectors; glass processing, manufacturing, fire-resistant glazing, safety and security glazing, installation (commercial and domestic), glazing components and emergency glazing.
During the meeting, presentations were delivered by GQA Qualifications, training company Fenestrology and FENSA.
From Members’ views, an outline strategy was agreed and drawn up. The strategic plan will be refined then presented to the Glazing Executive and Home Improvement Executive for comment over the next few weeks, before tabling a proposed five-year training strategy to the GGF Board in September.

Founded 20 years ago by Andy and Trudy Ewen, Okehampton Glass is now one of the town’s best established businesses, employing 14 people from a 6500 square foot factory, joinery workshop and warehouse, out of which the now-familiar fleet of fitter’s vehicles operates six days a week.

The GGF bids farewell to one of its longest serving Members and greatest contributors, Dr Bernard Lowe, on his retirement after 58 years in the industry.
Bernard started his career in the industry in 1960 working for Bostik where he was responsible for developing sealants for insulating glass units. During this time he became a qualified chemist and his career of 28 years with Bostik saw him gain a doctorate in adhesion science and become a Fellow of the Royal Society of Chemistry as well a Fellow of the Institute of Materials, Minerals and Mining.
In the mid-seventies Bernard started to attend meetings of the Insulating Glass Association (a predecessor of the Glass and Glazing Federation). He was active with the GGF from its very start in 1977 and worked on the Federation’s original technical documents including the Glazing Manual.
He joined the GGF board when the Federation was established as a limited company in 2000 and continued in this capacity until 2013. As a Board Member, Bernard oversaw and supported the GGF’s growth strategies that saw the Federation go from being a trade body to a Group of commercial companies focused on serving the industry on many fronts.
Over the years he has chaired the Glazing Components Group, the GGF Standards Committee and the GGF Midlands Region, and has worked on the GGF General Council and Regional Representatives Committee in addition to serving the GGF Glazing Executive for nearly 25 years. His work for the GGF also stretched to acting as a technical consultant serving on various working parties and committees with BSI, ISO and CEN in his illustrious industry career.
Amongst his greatest achievements for the GGF are the chairmanship of the GGF Standards Committee and his consequent guidance in developing the standards for insulating glass manufacture, as well as his work on the British Standard BS5719 prior to the European Standard EN1279 from 1988-92 and the subsequent revision in 2004.
In 1999, Bernard established his GBL Consultancy business which has been a resource the GGF has used for almost twenty years.

Tony Smith – President & Chair GGF Board
UK Business Development Manager, NSG Pilkington
Tony’s background in glass & glazing industry in manufacturing and commercial operations is considerable, working within both domestic and commercial sectors. Tony has been on the GGF Board since 2012 representing the Flat Glass Manufacturers Council and more recently the Chair of Glazing Executive. Tony’s knowledge and acumen of the political arena has also seen him elected to the GGF Political Strategy Committee in 2017.
Natalie Little – GGF Group Vice President
After working in the Banking Industry for over 13 years, Natalie took up post in her family’s installation business as Commercial Director. Applying contract management, supplier management and mortgage acquisition strategy to the small family business has meant that the professional and corporate oversight has resulted in strong growth, coupled with local monopoly in the retail installation market. Strong customer centric ethics and a relentless drive to be the best is the transferable benefit to the GGF Group during her short membership tenure.
On being elected to be Vice President in January 2022 Natalie shared “To be elected into the trusted and humbling position on the Board of Directors of the GGF is an absolute honour. I commit to invest energy and focus into engagement and collaboration during my term, with the ambition to bring the GGF to be a force for good in the industry”.
John Agnew – GGF Group Managing Director
John is the GGF Group Managing Director and has worked in the Glazing Industry all his working career. His career started in the Home Improvement Sector as the accountant for a company that manufactured and installed PVC windows, doors and conservatories. His role progressed into broader management as the business expanded in 1989 into glass processing and sealed unit production when the was appointed Managing Director.
Following further expansions of the glass processing business during the 1990’s a new facility was established in 1999 for the production of curved glass for the home improvement and automotive sector. Following the acquisition of the business in 2008 John continued to be responsible for all operational aspects of the business his role developed into wider Business Development activities prior to joining the GGF and Managing Director in 2022.
Alex Gray
Managing Director, Supaseal Glass Ltd
With over 20 years’ industry experience, Alex was elected onto the GGF Board in 2016 to represent the GGF Regions. He has been chairman of GGF Scotland since 2012 and is particularly active in political and technical issues affecting Scottish Members. He has been instrumental in developing the GGF’s strong working relationship with Historic Environment Scotland (HES).
Richard Sellman
Technical Manager, Thermoseal Group Ltd

Richard has been involved in the UK Insulating Glass Unit Market since the mid-1980s, initially as a development Chemist working on the development of Insulating Glass Sealants and later in more commercial roles, both marketing and sales, for two large multinational organisations.
He has attended the GGF Glazing Components Group meetings since the 1980s and is currently

- Chair of the Glazing Executive
- Representative of the GGF at B/520 Glass and Glazing in Building Standards Committee

Currently, Richard is Technical Manager for Thermoseal Group Ltd, responsible for all of the technical development and Quality systems, including the implementation and administration of ISO 9001:2015.
Paul Kellett
Head of Quality & Technical, Anglian Windows Limited.

Paul has been part of the home improvement industry for over 38 years, mostly in a senior technical role but also as part of multi-disciplinary business management teams.
He has been involved with the GGF and other trade bodies for much of this time, helping shape and create product standards and codes of practice for the industry.
Being an experienced chair of trade body committees with memberships representing a wide variety of interests, both technical and commercial, Paul has chaired the GGF Insulating Glass Manufacturers Group and is currently a Member of the GGF Standards Committee as well as being Chair of the Home Improvement Technical Group (often referred to as the GGF Hi-Tech Group).
As Head of Quality and Technical for Anglian Windows Ltd, Paul is responsible for Quality Assurance of manufacturing, product and system accreditations and product design and development.
As well as his broad experience of membership trade bodies, Paul brings to the GGF Board a deep understanding of the industry issues, manufacturing and installation across the supply chain.
On joining the GGF Board in March 2020, Paul commented, ‘I have joined the GGF Board at what is undoubtedly a very challenging time for the Federation and its Members. I am looking forward to playing my part in ensuring we have a sustainable yet dynamic Federation that can continue to provide the support which our members need and deserve.”
Mark Gadja
Head of Technical Services and Certification Manager, REHAU Ltd

Mark has been with REHAU Ltd for 20 years, initially as a Design Engineer before taking up various positions including Head of Quality REHAU UK for the windows and automotive sector
His successful career path includes experience in working to ISO 9001 & TS 16949 and working with organisations aiming to – identify, document, implement and maintaining controlled improvements, to ensure customer expectations are met

Mike Butterick
Marketing Director of Saint-Gobain Glass

Michael is the Marketing Director of Saint-Gobain Glass United Kingdom and Ireland. He has thirty years’ industry experience in the glass and glazing, and window systems industry.
His academic background includes a Masters of Business Administration (MBA) from Nottingham University, and a degree in Design and Technology from Loughborough University. Michael also has professional marketing qualifications gained through the Chartered Institute of Marketing (CIM) and from Cranfield University School of Management.
Michael is Chair of the Flat Glass Manufacturers’ Association (FGMA).
Dave Broxton
Managing Director of Bohle Ltd

Dave Broxton, Managing Director of Bohle Ltd for 13-years, primarily tasked with developing and implementing strategic business plans as well as defining company policies, maintaining relationships with stakeholder’s and driving organisational success through strong leadership skills and results driven methodology.
An excellent communicator with 32-years involvement in the glass and glazing industry, primarily in sales and marketing roles within both large PLC’s and SME’s with an in depth knowledge of trade media and events. A strong background in Corporate Governance and lengthy experience within Member organisations, including 12-years within the GGF, with 6-years as Regional Chair and participation on several working parties.
The GGF is delighted to announce the appointment of Russell Day as Director of Home Improvement
Russell’s appointment follows the recent departure of Brian Smith who left the Federation last week after six years of service.
A trained engineer, Russell has worked in the window and door industry for 25 years, holding positions in sales, distribution, manufacturing, technical development and general management.
As Technical Director at Abbott Joinery he was involved in the development of market-leading new build PVC-u window and cavity closer systems. During this period he also worked in site installation, contract management and the development of supply chain procedures.
Russell next moved to an Italy-based composite material systems company before returning to the UK where he joined the Glass and Glazing Federation as a Technical Officer, before becoming Senior Technical Officer.
Russell is the currently Secretary of the GGF Heritage Windows Group, Hardware Group, Insulated Glass Manufacturers Group, Glazing Components Group and the recently created Systems House Group. He also chairs the industry’s Glazing Supply Chain Group.
On taking up his new role, Russell commented: “The Home Improvement sector is vitally important to the GGF and I’ll ensure that our Members continue to receive the best technical support and all the latest changes in Government policy and legislation. I am very much looking forward to taking on this role and progressing this side of the Federation’s activities.”
