Terms and definitions used in CPR (CE marking)

Assessment and Verification of Constancy of Performance (AVCP) - May be referred to as AVCP, System or Attestation

Attestation - something which bears witnessconfirms or authenticates claims made by manufacturers 

In relation to glass and glazed products, attestation levels 1 and 3 only apply

  • System 1 or Attestation level 1
    • Declaration of the performance of the essential characteristics of the construction product by the manufacturer on the basis of the following items:
      • the manufacturer shall carry out:
        • factory production control;
        • further testing of samples taken at the factory by the manufacturer in accordance with the prescribed test plan;
      • the notified product certification body shall issue the certificate of constancy of performance of the product on the basis of:
        • determination of the product type on the basis of type testing (including sampling), type calculation, tabulated values or descriptive documentation of the product;
        • initial inspection of the manufacturing plant and of factory production control;
        • continuous surveillance, assessment and evaluation of factory production control.
  • System 3 or Attestation level 3
  • declaration of the performance of the essential characteristics of the construction product by the manufacturer on the basis of the following items:
    • the manufacturer shall carry out factory production control;
  •  
    •  
      • the notified testing laboratory shall carry out determination of the product-type on the basis of type testing (based on sampling carried out by the manufacturer), type calculation, tabulated values or descriptive documentation of the product.
  • System 4 or Attestation level 4
    • declaration of the performance of the essential characteristics of the construction product by the manufacturer on the basis of the following items
    • the manufacturer shall carry out:
      • determination of the product type on the basis of type testing, calculation, tabulated values or descriptive documentation of the product
      • factory production control
    • no tasks for the notified body

Construction product – any product or kit which is produced and placed on the market for incorporation in a permanent manner in construction works or part thereof and the performance of which has an effect on the performance of the construction works with respect to the basic requirements for construction works

Construction product family – a group of construction products that are manufactured using the same components/component specifications and are of similar design, e.g. side hung and top hung windows manufactured using the same PVC-u system profiles and the same IGU specification, and can be considered as having the same performance in relation to the essential characteristics for that type of product, as shown in the relevant harmonised European Standard and as a result do not need to be declared separately but may be covered by a single declaration 

Essential characteristics – means those characteristics of the construction product which relate to the basic requirements for construction works 

Factory production control – means the documented, permanent and internal control of production in a factory, in accordance with the relevant harmonised standard

Harmonised standard – means a standard adopted by one of the European standardisation bodies, one the basis of a request issued by the Commission

Initial Type Testing (ITT) – determination of the performance of a product (characteristic, durability), on the basis of either actual tests or other procedures (such as conventional, standardised, tabulated or general accepted values, standardised or recognised calculation methods, test reports when made available), in accordance with a European Standard that demonstrates compliance with that European Standard 

Initial Type Testing by other parties 

  • Cascading ITT - where components are used whose characteristics have already been determined, by the component manufacturer/system designer, on the basis of conformity to other product standards, these characteristics need not be reassessed providing they remain unchanged by the manufacturing/ assembly process
    • the use of component manufacturers ITT results shall be based on a specific agreement between the component manufacturer and the manufacturer/assembler using that component and the agreement will contain:
      • a specific product or system description
      • details of the essential characteristics that the manufactured/ assembled product is expected to comply with
      • copies of the ITT test reports carried out for the component manufacturer by a Notified Body
    • the product manufacturer/assembler shall be responsible for placing the manufactured/assembled product on the market
    • the product manufacturer/assembler shall be responsible for the correct manufacturing process/assembly of the product in accordance with the process/assembly instructions issued by the component/system designer or any body appointed by them to provide such process/assembly instructions
      • the process/assembly instruction shall form an integral part of the manufacturer’s/assembler’s Factory Production Control (FPC)
      • the manufacturer/assembler shall be able to provide documented evidence that the combination of components he is using, and his manufacturing processes, correspond to the product that has been subject to the ITT
    • the product manufacturer/assembler shall retain a copy of the test report(s) comprising the ITT for 10 years after the production finishes
    • the product manufacturer shall be responsible for the product being in compliance with all declarations of performance (DoP’s) in accordance with the European Standard

Kit – means a construction product placed on the market by a single manufacturer as a set of at least two separate components that need to be put together to be incorporated in the construction works

Making available on the market – means any supply of a construction product for distribution or use on the Union market in the course of a commercial activity, whether in return for payment or free of charge

Manufacturer – means any natural or legal person who manufactures a construction product or who has such a product designed or manufactured, and markets that product under his name of trademark

Notified bodies – the CPR distinguished between 3 types of notified bodies, each with distinct responsibilities, these are as follows:

  • Product certification body – a governmental or non-governmental notified body, possessing the necessary competence and responsibility to carry out a product certification in accordance with given rules of procedure and management
  • Factory production control certification body – a notified body, governmental or non-governmental , possessing the necessary competence and responsibility to carry out factory production control certification in accordance to given rules of procedure and management
  • Testing laboratory – a notified laboratory which measures, examines, tests, calibrates or otherwise determines the characteristics or performance of materials or construction products

Performance of a construction product – means the performance related to the relevant essential characteristics expressed by level or class, or in a description

Placing on the market – means the first making available of a construction product in the Union market 

Product-type – means the set of representative performance levels or classes of a construction product, in relation to its essential characteristics, produced using a given combination of raw materials or other elements in a specific production process.
